how to engage in the legislative process

in session

JANUARY - MARCH

  • Visit Frankfort.  Plan at least 2-3 visits and bring administrators, teachers, community leaders, etc.  Figure out when the House and Senate Education Committees meet and align your visit with these meetings.


  • Understand the KASS Kids First KY Agenda and be ready to tell about how your district is impacted by this work.


  • Listen in the KASS Legislative Update each Friday to be prepared and better able to communicate with your legislators on specific legislation.  Legislation moves fast and they listen to their local superintendents. 



  • Attend the KASS Breakfast at the KSBA Annual Conference.

learning and planning

APRIL - JUNE

  • Understand any bill that has an emergency rider and require immediate action.


  • Learn about other legislation and share with your district team to make plans for any changes or implementation needs.


  • Find a time to connect with your legislators outside of Frankfort - grab food, tour your schools, etc.  Building the relationship is vital to advocacy success.  This is a great time to thank them for any work they have done on behalf of our public schools or your district.


  • The interim session begins in June.



  • Attend the KASS Summer Conference in June.

observing & inviting

JULY - SEPTEMBER

  • Much of the work happens during the Interim Session which will continue to take place.  Learn what committees your legislators are on, when those meetings are, and who is part of the budget and education committees in both houses.


  • Find a time to connect with your legislators outside of Frankfort - grab food, tour your schools, etc.  Building the relationship is vital to advocacy success.  This is a great time to invite your legislators to participate in KASA’s Principal for a Day Program (September-October)



  • Attend the KASS Luncheon at the KASA Annual Leadership Institute.

connecting & preparing

OCTOBER - DECEMBER

  • The Interim Sessions continue and wrap up in November. 


  • Connect with your community (Chamber, Rotary, etc.)  to share the Kids First KY vision & priorities.  Tell the story that aligns to your local context (budgets, staffing, learning vision, etc.).


  • Find a time to connect with your legislators outside of Frankfort - grab food, tour your schools, etc.  Building the relationship is vital to advocacy success.  By this point, you see how legislation impacts your district.  This is a great time to discuss any concerns or ideas for the upcoming  session


  • Attend the KASS Winter Conference
